Plymouth’s most significant regeneration project is ranked as number 47 in the UK in the fifth annual Top 100 Regeneration Projects study, published by Planning Magazine in association with Regeneration and Renewal.
It remains the biggest regeneration project under way in Devon and Cornwall and indeed South West of Bristol.
Millbay’s position at 12 places higher in the list than in 2010 reflects the success of lead developer English Cities Fund (ECf) in maintaining momentum in the scheme at a time when some major regeneration projects across the UK have stalled.

Councillor Ted Fry, Plymouth City Council’s Cabinet Member for Planning, Strategic Housing and Economic Development, said: "The transformation of Millbay is one of Plymouth’s most exciting regeneration projects and key to our vision of becoming one of the most vibrant waterfront cities in Europe. It is fantastic that the project is not only rated one of the best in the country but is climbing in the rankings."
Trevor Ives, area manager at the Homes and Communities Agency (HCA), said: “Millbay project is one of a significant number of schemes supported by the HCA that has appeared in this year’s top 100. It is good to see Plymouth’s leading project listed alongside some of the biggest and most impressive developments in England.
“The fact that it has moved up this list when other projects are not progressing is testament to the hard work of the partners supporting this project. I am delighted that this progress has been recognised at a national level.”
In February, ECf won the backing of Plymouth City Council planners after bringing forward proposals for the next phase of Millbay’s regeneration – a mix of high quality houses, apartments and ground floor commercial space on land to the south of Millbay Road, opposite Cargo.
Work is expected to get under way later this year on the development which will include 14 new houses and 34 flats together with 370 square metres of commercial floor space, with possible uses including a cafe or restaurant.
